Chicago Sun Times - Attack on drug crops a failure for centuries: "A 1994 report commissioned by the U.S. government from RAND, the American public-policy institution, found that in reducing cocaine use, treatment of heavy cocaine users is 10 times more cost-efficient than interdicting smuggled drugs and 23 times more cost-efficient than crop eradication."
